The total spending in 2023 was 76,5 million NOK out of which project support for partners constituted NOK 38,4 million. Total income balance was NOK 77 million.  

The Norwegian Helsinki Committee's main donor is the Norwegian Ministry of Foreign Affairs. Other donors are The Fritt Ord Foundation, Open Society Foundations, the National Endowment for Democracy, and the European Endowment for Democracy. The NHC also receives support from private donors and companies, among them Yara International ASA, and the law firms Wikborg Rein, Selmer, and Matrix Advokater. Gifts and contributions provided an income of NOK 750 000.
